Cloud practices and open-source value chain

On September 12, representatives from several Swedish authorities gained insights into France’s cloud strategy, presented by DINUM (Direction Interministérielle du Numérique).

The numbers speak for themselves: since 2021, France has funnelled over €165 million of public spending towards cloud services, with 50 percent growth in 2024 alone and including €110 million towards EU cloud providers. In addition, a new cloud project starts every day. The transformation has been gradual, with culture and skills prioritized over technology alone.

The experience shows how security requirements, joint procurement, and a cloud-first strategy can drive change in the public sector. At the same time, the meeting highlighted that digital sovereignty cannot be achieved unilaterally but also requires broad European cooperation, where Sweden can both contribute to and benefit from shared solutions.
